Assignment:
The Romanian National Council for Refugees (CNRR) under its UNHCR (United Nations High Commissioner for Refugees) funded project “Advocacy on access to territory, child protection and refugee integration”, is looking for a COUNSELLOR to be based in the Rădăuți Regional Reception Centre.
Background information
The Romanian National Council for Refugees (CNRR) has over twenty years of experience in successfully developing and implementing projects concerning migrants` assistance. CNRR provides specialized legal assistance to asylum seekers, refugees and other categories of foreigners through a specialized network of legal counsellors and lawyers.
The COUNSELLOR will work in close cooperation with other colleagues in the project and will be supervised by the Project Coordinator. The incumbent will also cooperate closely with the personnel of other NGOs based in the Reception Center. His/her work will be performed within the premises of the Reception Center in Rădăuți.
Main responsibilities and duties:
Collect information on protection concerns and challenges faced by asylum seekers and refugees hosted in the Reception Center through questionnaires applied daily on the RC population of concern; enter the data collected from each person of concern in an online integrated system;
Maintain up-to-date information on the RC population of concern at all times, including their profiles (nationality, age and gender, travel routes, asylum procedure status, plans and intentions, skills and capacities, etc.)
Provide counselling related to the asylum procedure complementarily to the assistance provided through other projects, when/if needed;
Refer vulnerable cases to other staff members within or outside the project, for appropriate assistance and support;
Refer cases of UASC in need of support/counselling to the CP Counsellor
Identify strategic cases in need of legal aid (mainly cases that present a strategic interest and whose decisions could feed into further advocacy interventions) and refer them to the PC for clearance and receipt of specialised legal support
Draft reports and updates, weekly/monthly and upon request;
Requirements:
• Good command of spoken and written English and Romanian languages. Knowledge of other languages is a plus.
• Persons with Bachelor’s degree in Social Sciences or Legal studies and/or with prior experience in projects/ organizations assisting disadvantaged groups are strongly encouraged to apply.
The candidate must also have the following abilities:
• Communicate effectively orally and in writing, in a multicultural environment;
• Ability to work with disadvantaged groups in non-discriminatory manner;
• Good drafting skills, in both English and Romanian
• Proven ability to work effectively as a team member;
