The REACH Assessment Officer will focus on improving data collection methods, analysis, and reporting of active humanitarian sectors in Romania for the Refugee Response with UNHCR. The Assessment Officer will regularly engage with both internal and external assessment teams, technical agencies, and key analysis forums to identify information gaps and provide technical support as needed.
Under the supervision of the Country Focal Point, the Assessment Officer will be responsible for every phase of the research cycle, including designing the assessments, writing the terms of reference, creating the tools, data cleaning and analysis, and creating factsheets and reports. He/she will also manage related logistics, partner coordination, reporting and finance requirements and will be required to provide input to the strategic development of REACH in Romania. The role is primarily research focused, with additional operational and coordination requirements.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in the collection, management and analysis of data and GIS. IMPACT was launched on the initiative of ACTED, an international NGO whose headquarters are based in Paris and which is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from the operational support of ACTED in its areas of intervention.

REACH was created in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors thanks to three complementary services: a) needs and situation assessment facilitated by REACH teams; b) situation analysis using satellite images; c) provision of integrated databases and web maps.

- Excellent academic qualifications, Masters level in Political Science, International Relations, Statistics or other relevant subjects
- At least 2 years of relevant professional experience in the humanitarian sector or developing in research, information management or monitoring and evaluation
- Excellent capabilities with Excel, Word and Powerpoint software
- Mastery of statistical analysis tools such as SPSS, STATA, SIG or R and graphic design such as InDesign would be desired
- Experience in managing crisis assessments and field experience in countries affected by desired crises
- Excellent analytical and synthesizing skills
- Excellent communication and writing skills for product writing
- Good team management skills
- Ability to operate in a multicultural environment
- Flexibility as to the role and nature of the work, which can change depending on the context
- Perfect command of English desired
- Ability to work on multiple tasks with short deadlines
- Ability to work independently and work with teams in other regions or bases
