General Practitioner (Family Doctor) / Médecins du Monde, Bucharest

CONTEXT:
For more than 40 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has recently conducted a fact-finding mission in the neighboring countries of Ukraine to assess the needs of people displaced by the conflict. As a result of this mission, MdM has made the decision to start operations in Romania to support Ukrainian refugees and existing highly vulnerable populations in Romania to have better access to healthcare.

MAIN RESPONSIBILITIES:
In the context of MdM opening a mission in Romania to support Ukrainian refugees and highly vulnerable populations in Romania to access the medical services, Médecins du Monde France is hiring a Family Doctor to work in a mobile medical unit that will visit refugees and highly vulnerable populations in Bucharest.

The General Practitioner will conduct medical consultations (general or specialized), improve the quality of treatment for target populations, and supervise clinical teams of medical & non-medical personnel.

Specific activities the General Practitioner will have to conduct include:
• Carrying out medical consultations as a general practitioner and providing clear diagnosis and treatment in consistency with Romanian MoH, WHO, and MdM clinical guidelines.
• Supervising triage
• Managing referrals including decision making, preparing referral forms, providing clear instructions, and requesting and supervising ambulance transport in the case of an emergency.
• Managing medical emergencies
• Applying protocols and procedures
• Technical and managerial supervision of medical and paramedical staff. Monitoring and controlling the quality of practices, the application of protocols, developing and implementing corrective actions
• Advising, monitoring, and providing information to patients/users
• Advising patients on available referral options and accessing the general healthcare system
• Updating patient and user records with emphasis on following MdM protocols regarding patient information, data protection, and maintaining patient confidentiality.
• Managing materials, equipment, and consumables for the activity
• Supervising the management of the activity’s pharmacy
• Communicating internally and reporting information and instructions
• Leading continuous training and training activities on healthcare protocols and practices for healthcare and/or MdM community staff and/or partners
• Collecting and analyzing data (e.g. initial analysis of risk of outbreak etc.)
• Drafting activity reports
• Contributing to evaluation missions, impact studies, capitalisation studies, etc.
• Supervising the management of medical waste
• Contributing to improving how the activity operates (suggestions for direction, reporting malfunctions, problems encountered, etc.) from a medical, HR and/or logistical point of view

WORKING RELATIONSHIPS :
The General Practitioner will work in a team composed of a Psychologist, Nurse, and Medical Translator (utilized when interacting with refugee populations).

POSITION REQUIREMENTS:
Skills
• Grasp of international medical standards’ protocols
• Note symptoms, signs, identify the patient’s living environment, conduct a clinical examination, and identify clinical needs.
• Understand standards and protocols regarding hygiene, cleaning and sterilization of material and equipment
• Work effectively in a team
• Inform and communicate
• Draft and format clinical notes, documents and/or reports relating to the specialist area
• Collect, compile, and analyze data, organize, classify, report
• Share professional expertise
• Identify training needs, create, and lead training modules
• Understand the general principles of pharmacy management

• Use distancing techniques

Qualifications
• Diploma in Medicine.
Previous Experience
• Work experience in primary healthcare facilities an asset.
• Specialty in family medicine an asset.

POSITION CONDITIONS :
• Duration: 6/12 months (depending on candidate's background and experience)
