The Swedish Organisation for Individual Relief, SOIR, is a Swedish NGO working in the field of health, education and economic empowerment in 13 countries worldwide. SOIR has been present in Romania since the beginning of the 90s primarily promoting the rights and human dignity of persons with disabilities. Currently SOIR is providing community-based residential services to young adults with intellectual disabilities as well as social assistance to elderly and homeless. The administrative office is situated in Voluntari, outside of Bucharest. Currently the number of staff is 34 and the activities are implemented in Voluntari and Bucharest in sector 2.

Position:
SOIR’s Board of Directors has decided to phase out the operations in Romania. The employees have been offered the possibility to develop their own organisation with the support of SOIR. By the end of 2014, the SOIR office in Romania is expected to be transformed into an independent and sustainable NGO with capacity and credibility to work with social issues in the local community. We are now looking for a Director for the new organisation. As the Director you will be given the three year assignment to transform the SOIR office to a sustainable local organisation. The position will entail travelling in Romania and abroad.

Responsibilities:
• You will be responsible for the organisational change process transforming the SOIR office to a local and sustainable NGO.
• As Director you will be responsible for managing and supervising a team of 34 employees, and for the division of duties among the employees.
• You will be responsible for the capacity building of the employees and the organisational learning.
• You will be responsible for managing and supervising the activities of the organisation, and to ensure that all operations are conducted efficiently and effectively.
• You will be responsible for developing strategic and operational plans, for monitoring and reporting based on results and ensuring that the objectives decided by the Board of Directors are met.
• You will have the overall responsibility for the financial management and internal control, and for sustaining the organisation financially.




Qualifications:
• Relevant university degree.
• Minimum 5 years of leadership and management experience in an organisation with a minimum of 10 employees.
• Extensive strategic and operational experience, preferably with an NGO, and demonstrated experience in Project Management.
• Experience in grant making and fundraising.
• Experience in Human Resource Management including recruitment and salary grading of staff.
• Team development experience and well-developed ability to motivate and inspire others.
• Demonstrated ability to establish, build and maintain good working relationships with municipalities, public authorities, NGOs, media, donor organisations and other relevant stakeholders.
• Proficiency with Microsoft Office (Word, Excel and PowerPoint)
• Excellent written and verbal communication skills in English.
• Excellent written and verbal communications skills in Romanian.
• Personal commitment to the mission of SOIR to fight and expose poverty and social exclusion.
